“$500 Derby Dream Bet”
Scheduled Promotion Date: Saturday, May 2
• All guests attending live racing are eligible to enter the contest by filling out the official entry blank located at the Racing Promotions Table and dropping it in the drawing barrel.
• Following the first live race of the evening (5:00 p.m. post time) 1 winner will be randomly selected from the barrel and announced via public address system.
• The winner will have ten (10) minutes to report. If the winner fails to report within 10 minutes, a new winner will be selected.
• The winner will receive a $500 wagering voucher that must be wagered entirely on 1 horse to win the 152nd Kentucky Derby. The contestant will get to keep any pari-mutuel earnings.
• Winner must be present to collect prize. Prizes are non-transferrable. Winners must be 18 years of age or older and present to win.
• Excluded patrons cannot participate in promotion.
• Winner must present State/Federal valid photo identification before prize can be claimed. Winner will be allowed ten (10) minutes to obtain identification if on property. If not, the winner will forfeit prize.
• Each prize winner grants the right to use their name, city of residence, and photograph to publicize their winnings. Street address and phone numbers will not be released for publicity.
• The following are ineligible to participate: employees of Tioga/Vernon Downs or any members of their immediate families, Owners, Drivers, Trainers and their agents who currently have horses racing at Tioga/Vernon Downs, Tioga/Vernon Downs agents, vendors or suppliers and their immediate families, Stable hands and backstretch workers of horses stabled and racing at Tioga/Vernon Downs.
• Tioga/Vernon Downs Management has the right to review all entries for proper qualifications.
• All of these rules and regulations are subject to the sole interpretation of American Racing & Entertainment LLC, Tioga/Vernon Downs, Inc in its sole discretion. Any decisions of Tioga/Vernon Downs Inc., American Racing & Entertainment LLC management with respect to any and all of these rules and regulations shall be final and binding on all participants.

Guests wearing a Kentucky Derby-themed hat can register (no fee) for the contest at the promotions table beginning at 2pm on Saturday May 2, 2026. Each contestant who registers will be given a number to identify them.
Judging will be conducted beginning at 2pm by three (3) or more members of the Tioga Downs management team. The judges will make the selection on who they feel has the best Kentucky Derby-themed Hat and will pick a first place, second place, third place, fourth place, and fifth place winner.
Prior to the first race, five (5) winners, once verified, will be awarded prizes as follows:
Prize Structure:
1st Place – $250 free play
2nd Place – $200 free play
3rd Place – $150 free play
4th Place – $100 free play
5th Place – $50 free play
Must be a Tioga Rewards Player’s Club card member. Must be 21 years of age or older to participate. Must be present to collect prize. Prizes are non transferable. All decisions made by Tioga Downs Casino Management are final and binding. Limit one prize per person per promotional night. Excluded patrons cannot participate in promotion. Winner must present a State/Federal valid photo identification before prize can be claimed. If ID is not presented within the allotted time, fifteen (15) minutes, the winner will forfeit the prize. All employees of Tioga Downs, Vernon Downs, their spouses, siblings, children and/or other dependents living in the same residence are not eligible to win. Offer void where prohibited or restricted.

In the unlikely event that the promotion will not operate correctly, the onsite representative from the NYSGC will be notified immediately. Prizes will be delayed until the system has regained stability. If the system fails to stabilize, casino management will be notified immediately and a decision will be made whether to postpone or cancel the promotion.

Each winner shall hold harmless Tioga Downs Casino and any affiliated company, the State of New York, and any agents, officers, employees against any damage, loss, claim or liability arising from participation in this promotion.

“$500 Spring Handicapping Contest”
Scheduled Promotion Date: Saturday, May 16
• Entry is free. One entry per person. Entry forms may be picked up on day of contest at the Racing Promotions Table.
• Contestants will select one (1) horse in each of the designated Tioga Downs live races.
• Contestants will amass a mythical bankroll if their selection officially finishes first or second in the designated race. Official $2 WIN and PLACE payoffs will be added to the mythical bankroll. Official race results will serve as the order of finish. The contestant who accumulates the highest mythical bankroll is the winner. For example, if your horse wins and pays $8.00 to win and $3.60 to place, you will add $11.60 to your mythical bankroll. Payoffs will be capped at $42 for WIN and $22 for PLACE.
• In the event of a tie for first place, the contestant that selects the most first-place finishers will be the winner. In the event of a tie for 2nd place, the prize will be split. If your horse is scratched, you will receive the post time betting favorite.
• Entry forms must be submitted to the Racing Promotions Table prior to the start of the first designated contest race.
• Must be present to win and report to the Racing Promotions Table within ten (10) minutes of contest winners being announced. If the winner or second place finisher fails to report within ten (10) minutes, the next contestant in the standings will be elevated. If that person fails to report within ten (10) minutes, it is up to the discretion of the promotions staff to continue down the list of standings or simply not award the prize that was not claimed.
• Any contestant that enters more than one entry will have all entries disqualified. Winners must be present to collect prize. Prizes are non-transferrable. Winners must be 18 years of age or older and present to win.
• Prizes will be awarded in the form of a wagering voucher as follows: 1st Place: $300, 2nd Place: $150.00, 3rd Place: $50.00

“Mystery Voucher Pop Up”
Scheduled Promotion Date: Ongoing 2026
• “Pop Up” promotion to be held during miscellaneous weeks from April-September as determined by the racing and marketing teams.
• Guests will be alerted to the start of the contest via social media posts and in-house signage.
• Promotion will run for 1 week, from Monday through Sunday.
• The ten guests who wager the most money using their players card on “Winners Circle Rebate Program” eligible wagers (Winner’s Circle Rebate Program rules attached), will receive a mystery voucher. Wagers must be made during the contest period.
• After the conclusion of the contest period, the winners’ list will be available in the simulcast parlor the following Wednesday. The list will contain the names of the top ten players who are eligible to receive a Mystery Voucher.
• Mystery Voucher will be prepared by the mutuel department and placed in a security envelope. Envelopes will be available on a first-come first-serve basis in the simulcast room and distributed by a live teller. Each winner listed may only receive one voucher and must sign the winners list adjacent to his/her name confirming receipt of the mystery voucher envelope.
• Winner’s must present valid ID before claiming voucher. ID and voucher will be photocopied by the mutuel teller presenting the prize.
• Envelopes will contain mystery wagering vouchers valued from $5 – $100. One (1) envelope will contain a $100 voucher, One (1) envelope will contain a $50 voucher, three (3) envelopes will contain $10 vouchers and five (5) envelopes will contain $5 vouchers.

2026 Official Rules and Regulations
“Drive for Show, Putt for Dough”
Scheduled Promotion Date: Ongoing 2026
• Guests will sign up to play at the Racing Promotions Table. One per day. First to sign up participates.
• After a designated race, one guest will have three chances to make a putt on a temporary putting green. The distance of the putt will be determined by the winning horse of the prior race. Example: The 1 horse wins the prior race, the guest will have to make a 1 foot putt.
• If the guest makes 1 of the three puts, he/she will win a prize from the Racing Promotions Table. If the guest makes 2 of the three, he/she will win a prize from the Racing Promotions Table + $25 Wager. If the guest makes all three putts, he/she will win a prize from the Racing Promotions Table + $25 Wager + Voucher for a Round of golf (up to 4 people and 2 carts included) at Tioga Golf Club.
• Winning $25 wagers will be presented as vouchers to be used with a designated live teller. Wagers must be made on a single race at Tioga Downs, valued up to $25. Vouchers must be used in their entirety and hold no cash value.

2026 Official Rules and Regulations
“Horseplay Car Giveaway”
Scheduled Grand Prize Drawing Date: Saturday, September 19
• Must be 18 years of age or older to participate.
• Promotion Dates: Every live race day (weather permitting) from Saturday, May 2 through Saturday, September 19th. Saturday, August 15 (Retro Night) excluded. Final night to qualify to win the grand prize is Friday, September 18.
• Car Giveaway Date: Saturday, September 19 during live racing.
• Guests may enter by making a $1.00 donation to the designated charity of the month to receive a special numbered foam horse for that night’s Horseplay toss.
• Each special numbered foam horse will be registered to the purchaser and purchaser will be given the foam horse to throw into the open windows of the giveaway car.
• After the designated race has been decided by Tioga Downs Management, the giveaway car will drive around the track once. Fans will attempt to throw their foam horses into the open windows of the car as it travels around the track.
• All foam horses that are successfully tossed into the car will be placed into a bucket. Three foam horses will be randomly selected and the winning guests will each receive a $25 wager and an entry into the Grand Prize Drawing to win the giveaway car during live racing on Saturday, September 19.
• Winning $25 wagers will be presented as vouchers to be used with a designated live teller. Wagers must be made on a single race at Tioga Downs, valued up to $25. Vouchers must be used in their entirety and hold no cash value.
• Winners will have ten (10) minutes to report to the Racing Promotions Table. Prizes not claimed within ten (10) minutes will be forfeited and there will be no redraws.
• Guests can only win once per Horseplay promotional night.
• Winner must present a State/Federal valid photo identification before prize can be claimed. Winner will be allowed ten (10) minutes to obtain identification if on property. If not, the winner will forfeit prize and there will be no redraws.
• On Saturday, September 19, qualified winners will have until the conclusion of race 6 to check in with valid ID at Racing Promotions Table to claim and have their entry tickets entered into the drawing barrel for the grand prize giveaway. At the conclusion of Race 8, five winning tickets will be drawn. Guests that qualified for the grand prize drawing may only win one prize during the grand prize drawing. Should there be a duplicate winner drawn as part of the five winning tickets, another ticket will be drawn, and this will occur until there are five individual winners that have a chance to win the vehicle. The five individual winners will then be announced and given ten (10) minutes to report to the Racing Promotions Table with a valid form of identification to be verified. If any winner fails to report within the 10-minute timeframe or they cannot or refuse to provide valid identification, they will forfeit their opportunity to participate, and another winner will be chosen and announced until there are five individual, verified winners.
• The five winners will participate in a “lucky case” game to determine their final prize after a designated race. Four cases will have cash prize amounts (delivered as a wagering voucher) of either $50, $150, $300, or $500 and one case will say CAR. In the order the winners were drawn, one at a time, they will select a case number and stand behind their case. On the announcer’s command, they will open their cases simultaneously, revealing their prizes.
• The winner of the vehicle will be given information to set up an appointment with Williams Toyota to complete and finalize any necessary paperwork associated with winning the new vehicle.
• Guests must be present to win any prizes, including the grand prize. Prizes are non-transferrable.
• Excluded patrons cannot participate in promotion.
• A new charity will be selected each month. The charity of the month will receive $1.00 from the sale of each foam horse for that month’s live race nights. Tioga Downs will match the amount raised from the sale of the foam horses and add that amount to the final donation made to the charity of the month.
• Children will be allowed on the track after each Horseplay toss to gather foam horses that were not successfully tossed into the buckets on the starting gate. Each child will receive a free ice cream cone from the designated concession stand. One free ice cream per child per day.
• Each prize winner grants the right to use their name, city of residence, and photograph in order to publicize their winnings. Street address and phone numbers will not be released for publicity.
• The following are ineligible to participate: employees of Tioga/Vernon Downs or any members of their immediate families, Owners, Drivers, Trainers and their agents who currently have horses racing at Tioga/Vernon Downs, Tioga/Vernon Downs agents, vendors or suppliers and their immediate families living in the same household, Stable hands and backstretch workers of horses stabled and racing at Tioga/Vernon Downs.
• Tioga/Vernon Downs Management has the right to review all entries for proper qualifications.
• All of these rules and regulations are subject to the sole interpretation of American Racing & Entertainment LLC, Tioga/Vernon Downs, Inc. in its sole discretion. Any decisions of Tioga/Vernon Downs Inc., American Racing & Entertainment LLC management with respect to any and all of these rules and regulations shall be final and binding on all participants.
• Odds on winning depend on the number of entries. No substitution of prizes is permitted.
• By participating in this promotion, participants agree to release and hold harmless Tioga Downs, its parent companies, subsidiaries, affiliates and related entities and their respective entities and their respective directors, officers, employees and agents from and against any claim and/or cause of action arising out of participating in this promotion or the receipt or use of any prize from this promotion.

Taxes
• Sales tax, title and fees for car will be paid by Tioga Downs. All other taxes are the responsibility of the winner.
• Any valuation of the prize(s) stated awarded in this contest is based on available information provided to Tioga Downs/Vernon Downs from the provider, and the value of any prize awarded to a winner will be reported for tax purposes as required by law. Each winner is solely responsible for reporting and paying any and all applicable Federal or State Income taxes related to the prize(s) and paying any expenses associated with any prize which are not specifically provided for in the official rules. Each winner must provide the Company with valid identification and a valid taxpayer identification number or social security number before any prize will be awarded. Any person winning/receiving an amount over the IRS threshold in prizes from the Company will receive an appropriate IRS form 1099 at the end of the calendar year and a copy of such form will be filed with the IRS.
Hambletonian Trip Giveaway
Saturdays in June
Five people will win a $25 race voucher and an entry into the grand prize drawing on June 27 for a trip to the Hambletonian at Meadowlands Racetrack on August 8.

• Guests must submit an entry blank in the official entry barrel.
• Five (5) winners will be randomly selected after designated races on Saturdays in June to receive a $25 wager and an entry into the final drawing on June 27th to win the grand prize. Winners will have ten (10) minutes to claim their prize. If the prize is not claimed within ten minutes, it will be forfeited and there will be no redraws.

Grand prize includes lunch for two, two programs, two admissions, two grandstand reserved seats, one valet parking pass, two-night accommodations at a local hotel, and a $100 wagering voucher.
• If the Grand Prize is not claimed within ten (10) minutes, it will result in drawing another entry out of the designated entry barrel. Winners must be present to collect prize. Prizes are non-transferrable. Winners must be 18 years of age or older. Excluded patrons cannot participate in promotion.
• Winner must present State/Federal valid photo identification before prize can be claimed. Winner will be allowed ten (10) minutes to obtain identification if on property. If not, the winner will forfeit prize.
• Once verified, the winner will get a letter from Meadowlands Racing and Entertainment with instructions to redeem their Hambletonian prize pack. The prize pack may be shipped to Tioga Downs or to the winner directly, and will include lunch for two, two programs, two admissions, two grandstand reserved seats, one valet parking pass, two-night accommodations at a local hotel, and a $100 wagering voucher.

“Bulldog Races”

• Participants sign up through Facebook.
• Following two designated races, there will be heats of bulldog races (up to 10 dogs per heat). The dogs will run a designated distance from one owner to another. The top five dogs in each heat will advance to the finals after a designated third race. If a third heat is added, the top 3 dogs in each heat will advance to the finals after a fourth designated race.
• The owners of the top three dogs from the finals will be awarded prizes. Although prizes will be awarded, these races are purely for entertainment purposes and no wagering will be permitted on the races.
• Prizes are as follows: 1st Place: $100.00 resort gift card; 2nd Place: $50.00 resort gift card; 3rd Place: $25.00 resort gift card. Prizes can be picked up at the Racing Promotions Table.

Scheduled Promotion Date: Saturday, June 20
• Guests will enter by posting a photo of their dog at Tioga Downs racetrack in the comment section of the official Facebook contest post OR on Instagram with Hashtag #TiogaUglyDogDay.
• Photos must be taken on June 20 at the official Tioga Downs “Ugly Dog Photo Booth”
• At the conclusion of the races, a member of the Tioga Downs marketing staff will use a comment randomizer to select the winning photographs from both Facebook and Instagram.
• The two winners will be contacted via the appropriate social media platform.
• Each winner will receive a $100 resort gift card and Tioga Downs Racing prize pack. Prize winners may arrange to pick up their prizes with the Tioga Downs marketing team or race day promotions team.
